House Bill 180 would amend the state's constitution to restore voting rights for people who have served their sentences for a felony.

Delaware is the only Northeastern state that permanently disenfranchises some returning citizens, and one of just 10 nationwide to do so for non-election-related offenses.

As of 2024, nearly 3,000 Delawareans were prohibited from voting while on felony probation. Nearly 1,400 these disenfranchised Delawareans were Black.
