The State of Clean Slate

Summary

Join us for an update on Delaware's automated expungement implementation.

April is Second Chances Month, but thousands of Delawareans are left waiting.

Join us for an update on Delaware's automated expungement implementation.

When the Clean Slate Act was passed in 2021, an estimated 290,000+ Delawareans with 590,000+ cases qualified for expungements.

However, since the law went into effect on August 1, 2024, Delaware has only cleared 26,601 records as of December 31, 2025. At that rate, it would take Delaware over 20 years just to get through the backlog of expungement-eligible cases that existed in 2021 when the law passed.

Where does Clean Slate stand now? Join us virtually on Tuesday, April 21 from 12 - 1 p.m. to find out.

Speakers include:

  • Renata Kowalczyk, Wilmington Alliance
  • Alanna Farber, Office of Defense Services
  • A representative from the Office of the Governor
  • Kailyn Richards, Tide Shift Justice Project (moderator)

This event is hosted in partnership with Tide Shift Justice Project, Wilmington Alliance, the Office of Defense Services, Community Legal Aid Society, Inc. (CLASI).
