Help us bring House Bill 94 to a floor vote by January 31.
House Substitute 1 for House Bill 94 (HS 1 for HB 94), legislation that will prohibit the arrest of people at sensitive places such as schools, medical facilities, and places of worship without a valid judicial warrant or court order, is currently awaiting a vote on the House floor.
This bill was voted out of committee on June 10, 2025. Despite having eight days left in the 2025 legislative session, it was never scheduled for a House vote.
There's no time to wait. Our immigrant neighbors here in Delaware are terrified — scared to go to work, to go grocery shopping, and are left wondering if their loved ones will make it home at the end of the day.
Send an email urging House Leadership to bring HS 1 for HB 94 to a floor vote by January 31.
Our state legislators must step up and act boldly to protect essential community spaces. We cannot allow vague threats of retaliation from the federal government to prevent Delaware from passing this legislation.
Take these three easy steps:
1. Download the email template below. Feel free to customize it.
2. Send the email to House Leadership.

3. Email ACLU-DE Campaign Manager, Helen Salita, at [email protected] to let us know you took action!
Send a message to Governor Meyer and the Delaware General Assembly, urging them to take immediate action to push back against Trump and his anti-immigrant agenda and ensure that our state’s immigrant communities are protected.
Governor Meyer must issue renewed guidance that explicitly and permanently closes backdoor channels for collaboration with ICE.
The General Assembly must pass critical legislation that ensures Delaware remains a place where all people — regardless of immigration or citizenship status — can live without fear and are guaranteed the civil rights and liberties of every person in this country.
