Paper prisons affect over 400,000 people in Delaware. In our state of just under 1 million people, this is a clear crisis that we refuse to ignore. Through our Clean Slate Initiative program, the ACLU-DE has successfully advocated for recent legislation addressing the alarming number of people who have served their debt to society, but whose arrest or criminal records act as paper trail barriers to moving on with their lives.
